Research on Top-Notch Cultivation of Foreign-Language Talents in Higher Education
Amid the converging imperatives of “ new-quality productive forces ” and the national strategy of building a strong education system, foreign-language studies must transcend their traditional role as instrumental general education and cultivate elite innovators capable of participating in global rule-making. This paper proposes a four-dimensional framework of Values-knowledge-competency-assessment. First, a three-tier value system: cultural sovereignty, techno-ethics, and global public goods-anchors the desired graduate profile. Second, a tri-axis micro-credential constellation reconstructs the knowledge spectrum. Third, an upward spiral of “ critical thinking workshop → digital-twin UN → industry badge ” elevates learner competencies from faithful transmission to strategic agenda-setting. Finally, an “ AI-Portfolio plus credit bank ” architecture institutes pluralistic assessment and lifelong certification. Qualitative modelling and case grafting demonstrate that the framework provides a referable and extensible pathway for foreign-language disciplines to advance toward “ Double First-Class ” excellence in China.
